Vladimir Evlanov: We have to take urban environment of Krasnodar to the new level over the next five-seven years

At the extended session of Krasnodar City Duma presenting his annual report Head of the city Vladimir Evlanov outlined the priorities for the development of Krasnodar construction sphere.

— We have already declared an approach to work out a unified principle of housing development planning standards.  The principle is to consider the number of flats in question of various amenities creation. The principle has already been introduced in respect of parking slots. In the same way with a glance to the number of flats we can plan not only schools, kindergartens and polyclinics, but also garden squares, sports and children grounds, all the way to dog runs and many other amenities. It is also necessary to ensure funding for the whole infrastructure in order to put to use all the planned facilities simultaneously with apartment houses, — Vladimir Evlanov said.

At that the city Head added that with existing funding level, out of municipal and regional funds during 25 years it is possible to build 30-40 schools, about 200 kindergartens, repair and reconstruct some hundred km of roads. But all these facilities are needed now — in present housing blocks and with current population. In other words, the question of infrastructure facilities construction in new microdistricts is still open.

Vladimir Evlanov underlined that the way out is in a comprehensive solution. On the one hand — absolute prohibition to develop cheap residential houses without necessary social infrastructure and continuing to work with unfair developers. On the other hand — switching to the construction of residential estates even more expensive though provided with all social facilities made by a developer.

— Further development of urban environment can not be reached without the abandonment of affordable housing policy in favour of more expansive and comfortable living space. Along with that we have to render economic support to the developers, for instance, through letting them long-term credits and budgetary guaranties. Here is the chance to save our construction sector by turning it from the price-based to qualitative competition. And at the lapse of five-seven years we can change the vector of development of Krasnodar urban environment, — Vladimir Evlanov said.

In the estimation of experts, considering the number of commissioned in recent years affordable houses, the market of cheap apartments in Krasnodar will still be growing for some time.

You have fairly noted imbalances in the development of new Krasnodar’s microdistricts. I would like to use this opportunity and once again assure you that we are ready for the construction evolution in the capital of Kuban, we work closely with your deputy on new General plan of the city, contribute suggestions and tighten requirements for the developers. I hope that there will be proper decisions made for the benefit of Krasnodar residents and for sustainable urban development, — Vladimir Evlanov said.
