The implementation of urban land improvement programme in the capital of Kuban in 2017 was reviewed at the discussion platform on the subject "Urban Environment: standards and quality index" within the framework of the All-Russian Forum "Urban Environment" held on 24 July in Krasnodar. The Mayor of Krasnodar Evgeny Pervyshov participated in the Forum work.
"About 75 per cent of the population of our country lives in cities. Therefore, the issues of comfort and safe living are of paramount importance. Much depends on what people see outside the window, what sidewalks and parks they walk. So the country's leadership has set the task to increase the satisfaction of citizens with the quality of the urban environment. The solutions to this end we will be elaborating during the Forum," said a member of the Committee of State Duma of the Federal Assembly of the Russian Federation on housing policy and public utilities Mikhail Chernyshov when opening the discussion.
The discussion was held in Pavilion 4 of the exhibition and congress complex "Expograd Yug". Moderators were Mikhail Chernyshov, Deputy Minister of Construction and Housing and Communal Services of the RF, chief housing inspector Andrey Chibis, Director General of the Agency for Housing Mortgage Lending Aleksander Plutnik, Director General of the Architectural Bureau Rozhdestvenka LLC Narine Tyutcheva.
During the meeting participants discussed the development and implementation of standards to improve the urban environment, which would take into account the characteristics and image of the territories. They also addressed the subject of the creating "design сodes" , some kind of samples, rules and requirements that local authorities, businessmen and the community can use in the implementation of the urban land improvements. Another topic of the discussion was the importance of people's participation and the ways in which they are involved in deciding how the urban environment will look like.
Chief architect of Krasnodar Igor Mazurok described how Krasnodar is implementing a priority federal project on creating comfortable urban environment, what principles were used to select the court-yards and public spaces for the integrated improvement in 2017 and the ways to work with the citizens.
He noted that in the Russian rating of the "Quality Index" Krasnodar had gained 172 points in the category "major cities" and had ranked in the middle of the list. It's not a bad result, but there's still work to be done. This includes improving environmental friendliness, modernity, environment diversity and other index indicators.
