Delegation from Almaty studies Krasnodar’s experience on the development of road and transport infrastructure

Representatives of the Republic of Kazakhstan gain knowledge of Krasnodar’s experience on the development of paid parkings and measures for optimization of road and transport situation in the capital of Kuban. Guests of the city study legal and practical aspects of the work conducted in regional center.

— A great while in our city an intensive work on improvement of road and transport infrastructure is being implemented. There is single work conception which includes over ten arrangements. This includes, first of all, the development and renewal of municipal public transport, reconditioning and reconstruction of the road network, expansion of paid municipal parkings network, evacuation service, ecological arrangements, development of traffic light system and traffic management services. All of this is done to eliminate traffic jams and create comfort urban environment, — acting Director of the department of transport, traffic management and environment protection Vladimir Arkhipov said.

The meeting in municipal public institution “Centre of monitoring for environment and transport” was also participated by Deputy Head of the institution, chief of the department of monitoring for transport Anatoly Panin, Director General of “City Parkings” LLC Aleksey Berdnikov, Deputy Director of municipal public institution “Krasnodar Gor Trans” Alexander Zenin.

— Before Krasnodar we visited Moscow to learn about experiences that had been gained in the field of parking space creation. In Moscow the total load of parking system formation has fallen on city’s budget. I guess that investments attracting experience of Krasnodar looks more effective. We need to copy your experience in the sphere of vehicles evacuation service. Our cities are similar in many aspects — a great number of vehicles including transit ones, load level on motorways and some other issues. For a short period of time you’ve achieved certain success and definitely we can learn some things from you, — Head of the delegation, Director General of municipal enterprise “Almaty Spectechparking Service” Marat Prinbekov.

As stated by Vladimir Arkhipov, paid parkings — one of measures that are used to improve the transport situation, unclog main traffic arteries and reduce traffic jams.

— Paid parkings became an important link in a range of measures taken for the improvement of transport situation in the capital of Kuban. Such parkings allow us to unclog the city’s streets for the traffic flow. In the short term with due account for the construction and reconditioning of urban roads we plan to increase the number of bus only lanes, the number of parking pockets, mount new surveillance cameras. These cameras can record speed infringements, abidance by rules of moving at crossings, parking by restrictive signs.  These comprehensive efforts will result in growth of speed of vehicle traffic and reductions of jams, — Vladimir Arkhipov said.

During the meeting participants have discussed not only organization of parking slots but also the other aspects of parking space development. Vladimir Arkhipov told about measures taken in Krasnodar and what methods of punishing violators are being optimized at the moment. In particular, a mechanism of imposing fines for non-payment of parking at paid municipal parkings has been completely put into operation in Krasnodar.

According to Vladimir Arkhipov recently over 20 regulatory legal acts have been passed to stabilize the road traffic in Krasnodar.

Next days Almaty’s delegation headed by Director General of municipal enterprise “Almaty Spectechparking Service” will continue learning experience of Krasnodar in the area of parking space development and road traffic organization. Guests have already visited centre for parkings management and got knowledge of parkings payment scheme and the work on fitting parkings with all necessary equipment. Guests from Kazakhstan have carefully studied operating principles of “Centre of monitoring for environment and transport”.

Today there are over 4900 parking slots in Krasnodar. Until the end of this year it is planned to increase the number of paid parking slots up to 5000 and within following two years the number to be increased up to 8000.
