Krasnodar took the first place in a rating of sustainable growth for 2013 among the RF cities with population from 500 ths to 1 mln people

Today the presentation of sustainable growth rating of the RF cities 2013 made by SGM Agency took place in International News Agency “Russia Today” in Moscow. Krasnodar topped a group of the Russian cities with population from 500 thousand to 1 million people as well as took the first place among the biggest cities of Southern Federal District.

— Krasnodar becomes regularly mentioned in the top ten of various economic ratings, has been repeatedly recognized as the most comfortable city for living and business dealing and as one of the most promising cities throughout the country. An expert opinion is of great importance for us – it helps us to get a sense how our city develops, what strengths and weaknesses we have, to compare achievements of Krasnodar and other cities. The latest rating represents a number of economic indicators on a national scale and illustrates the cities which are sustainably growing now. It is important that Krasnodar stays at the top of its group, — Vladimir Evlanov commented.

The rating of sustainable growth of the Russian cities for 2013 is made by SGM Agency for the second time (the first rating on the results of 2012 was presented in the past year). It is aimed to underline strengths and weaknesses in sustainable growth of cities (municipalities) and to designate the potential for growth. The results of the second rating are collected in a brochure posted on a website of the agency.

Broad-scale research was carried out having regard to the experience and methodologies of leading research teams and organizations: McKinsey, Ernst&Young, Australian Conservation Foundation, Forum for the Future, European Green Capital, Institute of spatial planning “Urbanica”, Russian Engineers Union etc.

Particularly, the authors of the rating remark that a triple bottom line conception was taken for methodological framework to make the rating. It considers results of economic activity as well as achievements in social and ecological spheres.

In the course of research sustainable growth of 173 biggest cities of the RF has been evaluated by 30 statistic indicators characterizing each city in accordance with three mentioned categories: the state of the economy and municipal services, social sphere and ecological environment. At that, every block included two sets of indicators describing all aspects of city development – level and quality of economic base, the state of municipal communal, engineering and social infrastructure, state of population, structure of labour force and ecological environment.

The evaluation was made in regard to some groups of the Russian cities divided by the number of residents (there are four groups: I — cities with a million-plus population, II — from 500 ths to 1 mln people, III — from 250 ths to 500 ths people and IV — from 100 ths to 250 ths people), federal districts and on a national scale. Along with that the rating authors displayed leading and lagging groups of municipalities.

Experts calculated an overall performance for each city — index of sustainable growth (ISG), which ranked cities in their groups and in overall rating.

Krasnodar with ISG 0,577 took the first place in the second group of cities with population from 500 ths to 1 mln people. In this group the city is ahead of Izhevsk, Orenburg, Tyumen, Naberezhnye Chelny and besides that tops Southern Federal District in whole.

In overall rating, which includes all 173 cities, Krasnodar took the 13th position that is much better than the result in previous year (37th position in the rating for 2012). The top ten of overall rating includes Obninsk (ISG — 0,623), Moscow (0,621), Novy Urengoy (0,619), Mytishchi (0,616), Nizhnevartovsk (0,613), St. Petersburg (0,604), Krasnogorsk (0,602), Podolsk (0,599), Veliky Novgorod (0,595) and Yekaterinburg (0,585).

When making the rating SGM analysts accessed the data on the results of 2013 posted on official websites and in data-bases of State Statistics Committee of the Russian Federation, its subdivisions and on official websites of municipalities in Internet. Besides of that, the agency has carried out interviews with experts and mayors of the biggest Russian cities to improve the methodology of the rating in 2014.
