Vladimir Evlanov: All public transport vehicles of Krasnodar have to be connected to GLONASS

During scheduled visit into municipal transport and navigation center (TNC) Krasnodar Head reviewed how the control for public transport traffic is being maintained and also got acquainted with new software programs which are to be introduced in TNC work in this year.

— We continue improving the system of the city public transport management in order to secure transportation servicing of citizens to the fullest extent and without failing. Much has been done in the past year and the more is to be done in this one. Groundbreaking ideas to be implemented in this 2015. This refers not only to renovation of the rolling stock, but also the introduction of new program complexes which would facilitate using the public transport and regulate its work. All structures must show the greatest responsibility in solving these tasks, — Vladimir Evlanov said.

Transport and navigation center was opened in June of the past year. Chief of the department of transport and environment protection Evgeny Kalioropulo and deputy director of municipal public institution “Center of environment and transport monitoring” Anatoly Panin told Kuban capital Head in details about the organization of work of TNC traffic controllers and about scheduled innovations.

Anatoly Panin told that in real-time mode 10 traffic controllers are monitoring all public transport vehicles movement within street and road network of the city. All the specialists are divided into sectors: three of them are monitoring vehicles of Krasnodar Tram and Trolleybus Directorate (trams, trolleybuses and buses), four are looking after bus routes of commercial transport operators, one is responsible for hot line calls and two provide advice related to evacuation from streets personal vehicles parked in incorrect manner.

The control for public transport is maintained through GLONASS. So, for that reason the whole rolling stock is being fitted with on-board navigators. Over 90% of vehicles have such navigators by now. The information about number of trams, trolleybuses and buses working on a certain route and their timetable is transmitted to computers of traffic controllers at transport and navigation center. In condition of jams or timetables shifting, traffic controllers inform KTTD and private transport operators to take measures.

Vladimir Evlanov underlined that all public transport vehicles including new ones have to be connected to GLONASS. At that, this is compulsorily required from commercial transport operators too. They also should be strictly monitoring the proper functionality of on-board navigators and rectify faults if appear.         

— Transport and navigation center should be not only a fixer but organizer of public transport timetable. With due regard to a rather difficult transport situation within the city it is necessary to arrange work of public transport in such a way that people would not meet any inconveniences in using it, — Vladimir Evlanov said.

It is to be recalled that the city transport and navigation center has started working in the beginning of June 2014. The TNC staff consists of 45 people. 11 traffic controllers go on duty (including — the shift supervisor). They maintain control for the movement of public transport vehicles on 15 tram and 19 trolleybus routes, 73 urban and suburban bus regular lines. Totally 1312 units of rolling stock, including — 1004 buses and 308 units of urban electric transport are being monitored daily.
