Krasnodar City Duma amended the City Charter of Krasnodar

Amendments approved the new model of municipal elections in relation to the city Head and deputies of the City Duma.

— The draft amendment was issued in paper “Krasnodarskie Izvestiya” and then underwent a procedure of public hearings. Citizens had the possibility to put forward their suggestions and comments, — Chief of the department of law Igor Shanyavskiy said during his speech.

It is to be recalled that new version of the law “On local self-government in Krasnodar Region” has been accepted in the second reading in session of Legislative Assembly on March 25 of this year. New model of municipal elections determined in the law will be implemented in Krasnodar as well. Head of municipal formation the same as Head of local City Hall will be elected according to a specific plan.

Due to the plan, on a competitive basis a tendering commission consisting of Krasnodar City Duma deputies and representatives of Regional administration firstly selects some candidates from all bidders. Secondly, newly elected deputies of the City Duma select new Mayor of the city from these candidates.   

All executive authority and the city administration will be vested in Head of municipality and a Chairperson of the City Duma, as before, will head representative government body. The new model will be put into practice upon expiration of the term of office of current Head of Krasnodar — as from elections of September 2015.

The new version of the Charter, accepted today, considers a new scheme of elections of deputies for the City Duma — now elections will be held under a mixed system — 12 parliamentarians will be elected from the political parties and 36 in single-mandate constituencies.

During today’s session deputies also made amendments to the city budget 2015. Budget revenue and spending increased by more than 963 million roubles due to provided funds of regional budgets. 161 million roubles of own funds will be channeled for the engineering and construction of quickly erectable kindergartens and 76 million for major overhaul of child care centers and for increasing the number of seats in existing kindergartens.
