Measures to prevent and restrain wrongdoings in sphere of illegal gambling business in regional center were discussed during the session of city security council chaired by Krasnodar Head Vladimir Evlanov.
— Our today’s goal is to determine measures which will help eliminating all gaming machines and lotto-booths around the city and closing up this illegal business to the full extent within the shortest possible time. People complaint about appearing gaming machines within dormitory microdistricts of the city and that these machines work all through the day. Once having dismantled them – someone installs new ones. The problem has to be solved and we need do it promptly, — Vladimir Evlanov set task.
Presently most often gaming machines and lotto-booths are found side by side with fast food outlets, small trade pavilions receiving power supply from them. Vladimir Evlanov ordered to intensify control over arterial streets — Rossiyskaya, Sormovskaya, Turgeneva, Chekistov Avenue, territory of Cooperative market.
He remarked that citizens perpetually appeal to Krasnodar administration with regard to appearing of new illegal booths in places where gaming equipment have been removed earlier: Perederiya St. 91, intersection of Moskovskaya and 40-let Pobedy Streets, Moskovskaya and Zipovskaya Streets and in the area of Cooperative market.
— Firstly, it is required to bring “good neighbors” of illegal businessman to responsibility, those ones who give electricity, by the way also illegally — businesses of such assistants of gaming business are also to be closed up. Secondly, we need carry out strict investigation and discover a center of propagation of this virus. There is no other way. If we join forces, I’m sure that we will manage to overcome the evil, — Vladimir Evlanov emphasized.
He also remarked that if needed Krasnodar administration can support law-enforcement agencies with handling machinery. For another thing, we need keeping a tight hold on work of district police officers, strengthening personal responsibility of chiefs of district police offices for failure to take measures on suppressing of gambling organization within attached territory.
On legislative level it is also required to develop measures aimed at increasing of punitive sanctions — now, penalty for illegal gaming machines is only 2 000 roubles. So, it is easier for illegal business owners to install a new booth instead of removed one — benefit from such illegal business covers all these expenses. Within the closest period of time deputies of Krasnodar City Duma will come forward with initiative into Krasnodar Region Legislative Assembly.
According to the data of the Russian Federation Ministry of Internal Affairs in Krasnodar, from the beginning of this year over 4500 units of gaming equipment including gaming and lottery terminals, computers and lotto-booths were seized from streets, cafés and other places of the city.
