Krasnodar City Duma accepted a project of amendments in the Charter of Kuban capital

The document will be issued in tomorrow’s paper “Krasnodarskie Izvestiya”. In the following public hearings on the project will be appointed. It stipulates a new model of municipal elections of both the City Duma deputies and the city Head. The session work was participated by Vladimir Evlanov.

— The amendments in federal and regional legislation necessitate making changes into the City Charter in order to bring it into line with legislation, — Chief of the department of law Igor Shanyavskiy said.

He also informed deputies that a new version of the law “On local government in Krasnodar Region” had been adopted in the second reading of Krasnodar Region Legislative Assembly on March 25. New model of municipal elections defined in the law will be realized in Krasnodar as well. Head of municipal formation same as Head of local administration will be elected according to a certain scheme.

Firstly, contest committee consisting of deputies of Krasnodar City Duma and representatives of regional administration elects on a competitive basis several candidates from all wishing applicants. Secondly, deputies of the City Duma of a new convocation appoint a Head of the city from these elected candidates.

All power of executive authority as well as governance of the municipality will entirely belong to Head of municipal formation, while the City Duma Chairman will head representative body of power as before.

The new model of elections will be put into force upon the expiry of tenure term of current Head of municipality.

The election system of deputies has undergone changes too — elections will be organized on a mixed basis, 12 parliamentarians will be elected from political parties, the rest from single-mandate constituencies.

After issuing the Charter amendments, Krasnodar citizens become able to submit their own suggestions and objections to the project. Public hearings will be held on April 13. After that the final version of the Charter will be submitted for approval of Krasnodar City Duma.
