The session of local governments Council of the Federation Council on the subject of "The improvement of the territories of human settlements: challenges and the means to address them" was led by Chairwoman of the Upper House of Parliament Valentina Matvienko. In particular, the session covered the issues of implementing a priority federal project for the development of comfortable urban environment.
— This year, the important federal project for the improvement of municipalities' territories is being implemented. The project works for those cities which have submitted timely applications and developed programs in this direction. Krasnodar is also among these cities. This is of fundamental importance for us that it is not a one-day project, indeed it is for a five-year period. And we plan our city to continue to participate it in the following. During today's session of the Federation Council we have received new targets and guidelines on how to build this work with people, prepare proposals for participation in this project in 2018 and 2019. And of course, the opinion of the citizens will become the main priority in this matter. This is particularly important given that the participation of city's residents in this federal project is an obligatory condition, — Evgeny Pervyshov said.
Valentina Matvienko emphasized in her speech the challenges facing municipalities today. She specifically denoted the creation of necessary conditions for a comfortable urban environment.
— Municipal self-government is the closest power to people that is, so to speak, "within walking distance". From municipal authorities citizens are waiting for solutions to existing problems. And the first priority is to create a comfortable environment in cities and rural settlements. It is directly linked to integrated improvement of the territories and the involvement in this work the residents themselves. This is precisely the purpose of federal project that has started this year, — Valentina Matvienko said.
Under this project, the federal budget have already subsidized 72 regions of the country in the amount of 20 billion rubles. The funds are meant for the implementation of urban land improvement programs. Compared to the other regions of Russia, Krasnodar Region was able to attract the largest amount of funds under the project — about 974 million roubles. 450 millions of them are dedicated to Krasnodar. With regard to co-funding from the regional and city budgets, the total amount that to be directed to urban land improvement of Krasnodar this year will be more than 811 million roubles.
