During today’s 72nd session of Krasnodar City Duma deputies approved draft local budget for 2015 and planning period 2016 and 2017. The budget income in the next year is supposed to be in the amount of 20,1 billion roubles. The session was participated by Head of the capital of Kuban Vladimir Evlanov.
— There will be a fraught budget in 2015. It is obvious that the situation will require us to overview budget expenses, adjust municipal programs in order to carry out all our obligations to Krasnodar citizens in social sphere, to provide adequate maintenance of the city and functioning of municipal services. We have much work ahead of us and we have to get through this, — Vladimir Evlanov said.
Budgeting for the upcoming financial year and the next two-years planning period was told about by Deputy Head of Krasnodar, Director of the department of finances Alexander Mikheev. He said that the work has been carried on since May of this year. At that, calculations were made on the basis of tentative forecast for the development of municipal formation and tax collection dynamics in recent years.
On November 10th, the city held public hearings on the draft local budget for 2015 and planning period 2016-2017. Chamber of Control and Accounts of Krasnodar performed an expert examination of Krasnodar City Duma’s draft decision on the local budget for the specified period.
Alexander Mikheev laid emphasis that initially the draft local budget was made up assuming an optimistic financial forecast. But having regard to the current economic situation, the main financial document of the city will be overviewed in accordance with the Russian Ministry of Finance’s recommendations on cost minimization. We have already undertaken work to that end.
According to approved draft budget, its total revenues in 2015 are supposed to be at the level 20,1 billion roubles, including — 12,9 billion roubles of tax and non-tax revenues and 7,2 billion roubles of non-repayable receipts, in particular from the Regional budget.
Budgetary expenditures for 2015 are planned in the amount of 23,1 bln roubles, for 2016 — 22,7 bln roubles and for 2017 — 23 bln roubles.
Alexander Mikheev underlined that in 2015 the municipal budget maintains its social focus. Major part of expenditures will be devoted to social sectors. Considering inter-budgetary transfers, 12,8 bln roubles are supposed to be allocated for social sphere in the next year which make 55,4 % in the overall structure of expenses.
The expenditure part of the local budget is for the first time formed and presented in the program format based on 24 municipal programs developed for the purposes of social and economic growth of the city, — Alexander Mikheev said.
Totally within the agenda of 72nd session of the City Duma deputies considered nearly 30 issues.
