Krasnodar hosted the debate dedicated to “Quality of daily living: housing and utility services, living area, comfortable urban environment” which was participated by 6 person – participants of “United Russia” primaries to nominate the party’s candidates for deputies of the RF State Duma.
— Housing and utility sector reforming is one of the most important and high priority topics that concerns almost every citizen of our country. I have worked in this system for several decades and I’m sure that the solving of many problems lays in federal legislation. It mostly depends on what rules and norms are set for the whole of Russia. All of these issues can be solved by practical persons and skilled workers who have the operational experience at the territories, — Vladimir Evlanov said in his opening speech.
The debates were also participated by Beslan Aslakhanov — Chairman of the board of public organization of disabled persons “Ascension”, Eugene Zmiev — CEO of “System” OJSC, Natalia Ivanova – CEO of “Euro-Car” OJSC, Natalia Kostenko — Deputy director of All-Russian public movement “People’s Front For Russia”, Alexander Manovitskiy — Sales Director of “Specavtotekhnika-Yug” OJSC.
All the participants had the opportunity to deliver opening remarks to state their position in the topic. Then there were questions from the support groups of each participant.
In particular, Vladimir Evlanov remarked that the budgets of municipal formations should be more balanced. This would make it possible to resolve the city problems including those ones in housing and utility sector quicker and more effectively.
For the big cities including Krasnodar for many years it is pressing matter to increase the standard deduction from the collected taxes to municipal budget. According to the opinion of the city’s Head regional center should receive a greater percentage of the collected personal income tax (not 22 as it is today, but 30 per cent).
Vladimir Evlanov has also proposed to make expenditure mechanism of the regional fund of housing major repair more transparent and clear.
— Now the idea looks good in whole, but it goes awry. The finances are smeared out all over the territory and once again we act as a “giver”. We are to fulfill the principle “People pay — houses are repaired”. The programme should work on the territorial basis. Krasnodar is to have its own municipal housing repair programme, — Vladimir Evlanov said.
Responding the questions of his opponents’ support groups Head of Krasnodar underlined the necessity to form the federal and municipal elevators replacement programme, told about land improvements at Musical microdistrict and also put forward an initiative to toughen up the federal act known as the “dacha amnesty” which allowed at one time to construct apartment houses on sites designed to private housing projects and then legitimize such houses via the courts.
