Today in the course of the 81st session of Krasnodar City Duma deputies approved the procedure of competition for the selection of candidates for the office of Krasnodar City municipal formation Head and scheduled elections for the 6th City Duma which will be held on September 13, single voting day. The session was participated by Head of Krasnodar Vladimir Evlanov.
— Considering the fact that Krasnodar City Charter has been altered in the matter of elections of Krasnodar Head we are to enshrine all the procedures which specify the order of organization of the process, — Chief of Krasnodar administration Law department Igor Shanyavskiy said.
As previously reported, a new version of the law “On local self-government in Krasnodar Region” was adopted in the second reading during the session of Krasnodar Region Legislative Assembly on March 25 this year. New model of municipal elections, specified in the law, will be implemented in Krasnodar. Head of municipal formation, same as Head of local administration will be selected according to a specific plan.
Due to the plan, on a competitive basis a tendering commission consisting of Krasnodar City Duma deputies and representatives of Regional administration firstly selects some candidates from all bidders. Secondly, newly elected deputies of City Duma select new Mayor of the city from these candidates.
As set in the document approved during today’s session of Krasnodar City Duma tendering commission will consist of 8 members. One half of members of the commission is to be appointed by Krasnodar City Duma, another half — by Governor of Krasnodar Region. The commission will have to select at least two candidates for the office of Krasnodar Mayor.
Candidates can be nominated by Governor of Krasnodar Region, non-governmental associations, citizens’ meetings at the place of residence and work or through self-nomination.
The competition itself will consist of two stages. At the first stage the commission members evaluate the fullness, credibility and timeliness of documents delivery. Those bidders who successfully pass through the first stage will become accepted to the second stage. Then they undergo personal interviews, during which the commission members evaluate professional behaviour and personal qualities of the bidders.
As a result, members of the commission give marks to all the participants (from 0 to 10 points). After that, counting board has to count the total number of points earned by the participants. The results are finalized in the form of protocol of a session and then it is to be approved by a decision of the commission. In conclusion, tendering commission issues a decision on submitting to Krasnodar City Duma at least two candidates for the office of Krasnodar Mayor.
New Mayor of Krasnodar will be selected by deputies of the 6th City Duma during the first session of municipal parliament.
