Evgeny Pervyshov is the new elected Head of Krasnodar

Today at the 27th extraordinary meeting of Krasnodar City Duma deputies voted for the candidate of new Head of Kuban capital. During the session two candidates, who were best in the contest for the post, delivered a key note speech to parliamentarians. The session work was participated by Vice-Governor of Kuban Yuri Burlachko and Deputy Chairman of Krasnodar Region Legislative Assembly Petr Kurdyuk.

— Krasnodar Head candidate selection committee has selected two candidates — Evgeny Pervyshov and Boris Kuzmin. In the contest they gained the biggest amount of points — 78 and 65 points correspondingly, — Yuri Burlachko said.

In accordance with the approved procedure deputies listened to candidates who denoted the major line of their policy if that candidate would be appointed to the post. Evgeny Pervyshov was the first who took the floor.

— I would like to highlight some principles for my work in future. The first one is efficiency in expenditures and the second — the maximum transparency of work. The key factor is openness and understandability of operation of Krasnodar city administration. This is the demand of citizens, our Governor and time. Generally speaking it is the necessity, — Evgeny Pervyshov said.

Also he remarked that it is required to change the policy of removing people from slum and hazardous dwelling. In this matter authorities should follow two main principles: removing people “from center to center” and competent using of the cleared land parcels.

As to the efficiency of finances, by Evgeny Pervyshov’s opinion, it is necessary that all expenditures should firmly correlate to revenues of local budget. Municipal authorities can get to work only if there are enough funds in the budget to accomplish this work and it is also required to get rid of “pipe dreams”.

Evgeny Pervyshov paid special attention to tackling traffic jams and increasing the number of schools and kindergartens.

— We understand that all of these problems come out of rapid development of Krasnodar over last ten years and fast growth of population. But when the road to work in the morning and back in the evening takes hours, when it is very difficult to find place in local kindergartens for your baby or when the classes end at 7 p.m. because schools are overcrowding, our city is no more comfortable! — Evgeny Pervyshov underlined.

In the end of his speech candidate for the post of Krasnodar Head emphasized the necessity to work thoroughly on the creation of long-term city development plan and clearly understand where million plus citizens will work, study, receive medical care and what will become of Krasnodar in the following 15-20 years.

— Krasnodar is an energetic city. Citizen’s average age is 38 years. We are young, full of power and desire to grow and develop. It is important not to stop, not to accept long-standing problems, but seek the solutions.  And solve them, — Evgeny Pervyshov said.

Another candidate — Boris Kuzmin remarked that the main question which is to be worked on — enhancing the openness of the authorities and establishing efficient cooperation with people via meetings and conferences.

Due to the procedure, a candidate requires the majority of votes relative to another candidate to be elected as Head of Krasnodar. A secret voting took place. Parliamentarians appointed the accounting committee that supervised the process of voting. There were installed polling booths and ballot boxes, all the deputies received ballots.

Following the results of voting Evgeny Pervyshov and Boris Kuzmin received 44 and 0 votes correspondingly. Therefore Evgeny Pervyshov becomes the new Head of Krasnodar.
