Vladimir Evlanov announced new staffing structure of Krasnodar City administration

Today during operational meeting Head of Krasnodar presented major staffing changes in administration of Kuban capital – the position of one of Krasnodar’s Deputy Head is abolished, new Chiefs of some departments are appointed and subordination structure is altered.

— I have promised our citizens to form and announce new team the aim of which is to tackle all problems relating to the development of Krasnodar more effectively. After careful consideration today we form a renewed staffing structure of Krasnodar administration that, in my opinion, will be able to solve questions facing municipal authorities today.  Candidates for senior positions of municipal departments will be brought up for the discussion at the next session of Krasnodar City Duma, — Vladimir Evlanov remarked.

Former Deputy Head of Krasnodar and Director of the department of finances Alexander Mikheev from now discharges functions of First Deputy Head of the city. First Deputy Head of Krasnodar in his subordination has the department of finances and the department of economic development, investments and external affairs, department of agricultural development, department of trade and consumer services, department of prices and tariffs and procurement department. The department of finances will be led by Nikolay Lebedev, procurement department — by Irina Pisarenko.

Olga Yakovleva was appointed to the position of new Deputy Head of the city, previously she fulfilled duties of Chief of the department of fiscal control. Olga Yakovleva will supervise an important, as Vladimir Evlanov highlighted, set of questions – the department of municipal land and property (it will be headed by Sergey Martynov who formerly was Chief of procurement department), the department of law which will be headed by Sergey Gromyko and the department of fiscal control (Larisa Mints is appointed to lead it).

Sergey Vasin remains Deputy Head of Krasnodar responsible for the questions of internal policy and supervised by him subdivisions will be headed by previous chiefs. Additionally the department of information and communication technologies is transferred to his subordination. In the past that department was supervised by First Deputy Head.

The social block of administration led by Deputy Head of Krasnodar Tatiana Sinyugina undergoes no significant changes. Here the only novelty is that the department of physical culture and sports comes to her subordination.

The office of Deputy Head responsible for communal services, fuel and energy sector is retained by Konstantin Semernin. From now he maintains monitoring of activities of the department of сivil protection, the department of transport, traffic management and environment protection. He will also supervise the department for housing which will be headed by Dina Boichenko (previously took the position of Deputy Head and Director of the department of municipal land and property). The department of communal services, fuel and energy sector will be managed by Evgeny Zimenko.

This way the place of Krasnodar Deputy Head responsible for issues of transport and physical culture and sports is abolished — earlier it was taken by Victor Bondar.

Separately Head of Krasnodar dwelled on a question of architecture and city planning.

— We plan to make major changes in the department of architecture; this is the direction which raises the greatest number of questions. We are facing difficult challenges to form a new project of the General plan, to work out the whole city planning policy and to beautify the city image, — Vladimir Evlanov said.

Evgeny Naumov took the office of Deputy Head of Krasnodar responsible for architecture and construction. Before this day he headed Prikubanskiy district subdivision of multifunctional center.  Earlier he worked as Chief of the department of municipal control.

Krasnodar’s Head also declared his decision to divide the position of Director of the department of architecture and city planning and Chief Architect of Krasnodar – now the former becomes Igor Medvedev (previously taking place of Chief of municipal public institution “Gradinform”) and the latter, his deputy — Igor Mazurok.

— In a short period of time I wait for new chief’s proposals for organization of work within the scope of new staffing structure. All our actions should be well thought-out, balanced and based on questions and problems raised by citizens. You should oftener meet ordinary people and know what most pressing questions of Krasnodar citizens exist, — Vladimir Evlanov stated.
