Veniamin Kondratiev supported the decision of Evgeny Pervyshov to send General Plan of Krasnodar for reworking

The decision was announced during the meeting with citizens of Krasnodar in City Hall. The main question was whether to continue or cease the procedure of adopting the proposed amendments to General Plan of the City.

— General Plan is the Constitution of the city and our common intention is to introduce such General Plan which will remain relevant for a long time, over decades. We need General Plan which is desired by citizens of Krasnodar. It is important that Krasnodar to be comfortable, well landscaped and with decent living conditions for everybody. During the past public hearings we’ve got proposals and opinions of ordinary citizens. Today we will take final decision with consideration for you initiatives and observations, — Veniamin Kondratiev said.

The meeting was also participated by Vice-Governors of Kuban, Chairwoman of Krasnodar City Duma Vera Galushko, Chief Architect of Krasnodar Region Yuri Rysin, Deputy Heads of Krasnodar, deputies of Krasnodar Region Legislative Assembly and Krasnodar City Duma, activists of social movement “Help the City” and its leader Elena Shuvalova, representatives of nongovernmental organization “The North Caucasus Ecological Watch” with its coordinator Andrey Rudomakha, representatives of active groups of citizens from different microdistricts of Krasnodar.

Evgeny Pervyshov told about what has been done by municipal authorities since the last meeting dedicated to amending General Plan of Krasnodar which was held on 2 December.

— I would like to thank for the opportunity to hold public hearings till the end. It is quite proper that we did not suspend the hearings. We have got almost 550 applications form citizens of Krasnodar. Certainly they are all will be taken into account in the following work. You gave order to see into a matter and know the score. I took a close look at the project of amendments to General Plan of the city and propose the following decision: to send the project of General Plan in its present form for reworking, — Evgeny Pervyshov said.

 Along with that Head of Krasnodar declared another decision: all the following modifications and amendments to General Plan of the city will be developed by municipal institution “Gorkadastrproject” rather than commercial organization as in the past.

Evgeny Pervyshov highlighted that the main town-planning document should not be developed by a third party. It must be conducted, inter alia, with the close involvement of the general public of the city and experts (architects, project developers, engineers etc).

— For this reason in January we are going to create an Expert board which will take part in making important decisions relating prospects for the city development. Krasnodar is our city and we must organize the town-planning work on behalf of all citizens, — Evgeny Pervyshov said.

Also he added — it is planned to include representatives of the general public in composition of the commission on land use and building of Krasnodar.  

Vice-Governor of Kuban Yuri Gritsenko spoke of his point of view as well. Having listened to all the participants, Veniamin Kondratiev supported the decision of Evgeny Pervyshov — to send the General Plan for reworking.
