Problems and prospects for the development of import submission were discussed today during thematic session of ongoing business forum held in the capital of Kuban and organized by media holding “Expert”. The issue of the discussion participated by representatives of banking sphere and business was “The potential of import submission: who will finance the development?”
— It is the most relevant issue. Import submission is becoming one of the main trends of the state policy. However many aspects have to be specified — what branches are to be supported? What production is in priority? What supportive measures for small and medium-sized enterprises will be taken by the state and how these enterprises will be selected? We hope to find out answers to these and other questions during today’s discussion, — deputy chief editor of “Expert South” magazine Nikolay Protsenko opened the meeting.
The discussion was participated by executive director of LLC National law firm “Mitra” Zaurbeck Akhmetov, CEO of OJSC “NPP Neftekhim” Alexander Shakun, CEO of Krasnodar compressor plant, president of industrial group TEGAS Igor Voroshilov, southern division sales director of OJSC combine plant “Rostselmash” Aleksey Gorbunov and CEO of CJSC “OBD” Alexander Zalutskiy, representatives of large and medium-sized businesses, analysts and experts.
— Problem is mainly associated with the behavior of businessmen themselves. It is very important to “switch off” psychological barrier. Appearing because of sanctions manufacturing niches have to become an incentive and driver for the growth of local and regional producers. And we, in our part, are ready to render aid including through moderate rates on credits, — manager of Rostov-on-Don branch of OJSC VTB Bank Yuri Avdeev stated in his speech.
According to representatives of banking sector one of the key problems today is oftentimes inability of businessmen in question of preparing a set of documents for obtaining the loan, absence of necessary financial awareness. Such forums give opportunity to meet and make arrangements with the parties concerned. Territorial director of OJSC “Sogaz” in Southern and North Caucasian Federal District Tatiana Maksimova remarked that there are many not responded questions in regard to state support.
— There are many blear issues for us — including the question of the time frame for this support obtaining. However these questions are being worked up at the state level now. Similar distinctly coordinated policy ought to be introduced at regional and municipal levels with due regard to expectations of the representatives of small and medium-sized businesses, — Tatiana Maksimova said.
Domestic products can replace foreign-made products practically to the full extent — from food to construction materials. An important role is played by willingness of enterprises themselves for which the crisis is to become an incentive for continuing development. The discussion participants came to the conclusion that all possible problems can be resolved — everything depends on efforts of businessmen themselves, state guarantees and support.

Interregional forum of the largest companies in Southern Federal District has been held by media holding “Expert” since 2007. Rostov-on-Don hosted the event for the first three years and then it came over to Krasnodar in 2010.
