During today’s session of regional committee on securing of economic sustainable growth and social stability in Krasnodar Region in 2015 Kuban Governor entrusted municipalities of the Region with the task to work out their own anti-crisis plans until April 1. Priorities in the development of regional economy for this year, the main directions in the support of real sector and creation conditions for import substitution were also discussed. The working meeting was participated by Krasnodar Head Vladimir Evlanov.
— Today we are in need of new approaches in the development of economy. We are required not only to keep up the past year indicators but also to ensure gross regional product growth in 2015, — Alexander Tkachev said when opening the meeting.
The work of the committee was also participated by Chairman of Krasnodar Region Legislative Assembly Vladimir Beketov, Deputy Governors of Kuban, representatives of Krasnodar Region government authorities, Heads of municipalities, chiefs of the largest industrial and agricultural enterprises of the Region, representatives of small and medium-sized businesses, banking and insurance structures, higher educational establishments.
It is to be recalled, the regional anti-crisis plan was accepted on February 11. It includes 85 clauses and requires 6,6 billion roubles for its realization. The document indicates stimulus measures including state support almost in all sectors of economy.
Governor of Kuban elaborated on each of directions — support of small and medium-sized businesses which will be vested with tax preferences and subsidies; industrial development through creation of industrial parks; forming of regional program for import submission; agroindustrial complex support.
At that Alexander Tkachev emphasized that in current circumstances municipalities should not rely solely on the support of state or regional authorities. The districts themselves are to act more actively looking for new approaches in further economic development, and by April 1 to submit their own anti-crisis plans.
The focal point of the session was continued by Krasnodar Head Vladimir Evlanov. Mayor of regional center told about current economic situation in the capital of Kuban and high priority measures for 2015.
— Krasnodar has completed 2014 with a positive dynamics almost in all branches and the growth of social standard of living. We’ve laid the specific groundwork for the future; there are a variety of advantages which will help the city to overcome the tough time. Firstly, we have a multi-branch economy, various directions are successfully developing. The state saves from risks and produces an effect of cooperation and replaceability. Secondly, Krasnodar is the leader of the development of small and medium-sized businesses in Russia. Almost half of employable population of the city works exactly in such enterprises and organizations. And it is also our “safety” in economically difficult time, — Vladimir Evlanov said.
Among “the growth drivers” Head of Krasnodar laid emphasis on the construction sphere (over 1,7 million sq.m. of housing had been put in service in 2014), industry and agriculture, as well as the development of consumer market. Having 1294 square meters of shopping space per one thousand citizens, Krasnodar leads in the country with respect to shopping capacity that gives additional opportunity for producers to sale their goods.
As to industrial sector of the economy Head of Krasnodar Vladimir Evlanov mentions Eastern Industrial Zone which is of high potential. The decision to develop industrial park at 66 hectares of EIZ has been already made. Earlier it was reported that Tander Company headed by Sergey Galitskiy will become one of the main investors of the territory.
Speaking at the session of regional committee Sergey Galitskiy affirmed that the issue is about creation of 14 manufactures. It has been already determined that champignons farming and compost factory, production of dry breakfast cereals, snacks and bakery products will be realized at the territory of EIZ. In the following the company plans to set up such directions as tea prepackaging, production of ice-cream, fish and its derivative products, household chemicals etc.
Vladimir Evlanov underlined that municipal authorities are apt to support such projects which will create conditions for the growth of tax base and provide employment opportunities.
— Under the present circumstances I think one of the main tasks is accompanying such projects and attention to them from all my subordinates. I’ve disposed my assistants to work in that manner: all the projects will be taken under wing of municipal administration to secure their implementation, — Vladimir Evlanov said.
Generally, according to Head of Krasnodar, major efforts of municipal authorities in 2015 will be focused on keeping the volume of investments into the economy, securing the growth of industrial production, retailment turnover and carrying out social obligations.
Heads of the largest companies of the Region, representatives of banking sector, invited experts also made their reports during the meeting.
