Head of Krasnodar took part in the joint session of the RF President's Council on the development of civic society and human rights (CHR) and same-name Council of Krasnodar Region Governor which was held today by temporary acting Head of the region Veniamin Kondratiev. During the meeting participants deliberated about a matter of execution of President’s Council recommendations given after previous visit in Krasnodar Region in the end of 2014.
— A range of questions raised by human rights and public organizations before us has been touched in the meeting. We actively interact with them, meet and discuss all possible ways of resolving the existing problems. As a result of talks we have created special committees which are now engaged in some directions. One of them concerns ecological state of the Kuban River. Jointly with the community we have intensified efforts on detection of illegal cuttings-in and channels into the Kuban River and other impoundments. They are put out of existence and their owners receive fines. I consider that there will be more such examples when our cooperation with human rights defenders results in particular actions, — Vladimir Evlanov made a comment at the close of the meeting.
Delegation of the Russian Federation President's Council on the development of civic society and human rights (CHR) arrived in Krasnodar this day from the Republic of Adygeya where it also held some meetings within the scope of its competence.
Veniamin Kondratiev held a working meeting with Chairman of CHR, the RF President’s human rights Advisor, Doctor of Laws and Professor Mikhail Fedotov. Then there was a session of both Councils which took place in conference hall of regional administration.
This was participated by Vice-Governors of Kuban, Chiefs of regional ministries, Heads of Krasnodar Region municipalities as well as representatives of human rights organizations, public associations and civic activists.
— The dialogue — between authorities and civic societies — is very important and necessary. Indeed, the authorities themselves want to make citizens’ life better but cannot cover all the aspects, yet with your help — they can. The main thing is that we need a systemic dialogue — not once in a while, but through regular and specific meetings. In that case there will be no cries and neglected questions which are then difficult to resolve. This is the way I see the following cooperation with you, — Veniamin Kondratiev said.
In the course of the meeting participants talked about existing problems in the sphere of nature protection activities, ecology, no breach of land-laws, work of criminal-executive system etc.
Social activist and coordinator of public organization “North Caucasus Ecological Watch” Andrey Rudomakha told about most critical issues including those ones in Krasnodar he and his colleagues are actively involved with. The activist expressed the utmost concern in pollution and real estate development close to impoundments of Kuban region.
As an example Andrey Rudomakha referred to a situation with Karasun ponds. One of construction projects has been already closed after personal intervention of Krasnodar Head Vladimir Evlanov, but those ones which still exist there can be also harmful for the ponds. It is necessary to take measures. Head of the city keeps a check on the situation. Working meetings on relative questions are regularly taken both at municipal and regional levels.
The Russian Federation President’s Council on the development of civic society and human rights is an advisory body to the Head of the Russia government. It has been founded for the purpose to assist the executive Head of the nation in implementation of his constitutional powers in the sphere of enforcement and protection of human rights and freedoms, to inform the RF President on the state of affairs in this area and to contribute to the development of civic institutions.
