Temporary acting Governor of Kuban Veniamin Kondratiev held an extended session dedicated to the creation of regional health care development strategy for the period until 2020. The session was held through videoconference, it was participated by Head of Krasnodar Vladimir Evlanov.
— Now we should realize what we are capable of and what we need to do to ensure the quality and availability of medical services for population. We need an open dialog. The strategy is to be a book through which we will develop our health care system for the period until 2020, — Veniamin Kondratiev said.
The discussion of problems and prospects for the branch development was participated by Vice-Governors of Kuban Anna Minkova and Ivan Peronko, Krasnodar Region health care Minister Eugeny Filippov, head doctors of Kuban leading health care institutions.
According to the opinion of Veniamin Kondratiev, due to the Strategy two key indicators in the region have to be continually improving over the coming five years — birth rate growth and death rate decrease. Low level of rural medicine and unsatisfactory state of health care facilities, shortage of experienced doctors and medical assistants are among major problems of the branch today. Temporary acting Kuban Governor underlined that the sphere requires immediate solutions.
Eugeny Filippov stated that there is acute shortage of offices for general practitioners in the region. Now at the local level 179 offices receive patients; within following five years other 500 offices are to be opened, considering that70 of them in the next year. Parallely it is planned to extend the net of day patient facilities.
Veniamin Kondratiev demanded from Heads of municipalities not to allow the construction of new residential microdistricts without relevant social sphere facilities — polyclinics, schools and kindergartens. He also entrusted Heads of cities and districts of the region as well as head doctors of leading health care institutions within one week period to present their own ideas and suggestions for the strategy of the branch development.
According to Vladimir Evlanov in the moment there are 19 offices of general practitioners in Krasnodar wherein general practitioners, therapeutists and children's doctors receive patients. Municipal polyclinic №17 has become the third in TOP-10 of adult polyclinics of Russia. There are also specialized higher education institutions in the city — Kuban State Medical University and Krasnodar municipal medical institution of higher education in nursing. In Krasnodar we have the best health care institutions of Kuban. That’s why, by Mayor’s opinion, Krasnodar is able to bring health care system on a new level.
— We need to contribute to the Strategy of regional health care system development. I appeal to medical senior personnel of Krasnodar together with representatives of municipal administration healthcare department to work out main ideas on the development and strengthening of the branch, to define the most important objects which require development within the following five years. We have a lot of proposals included in the regional healthcare development strategy, — Vladimir Evlanov said.
There are over 50 general health institutions nowadays in Krasnodar — polyclinics, hospitals and day patient facilities. Nearly 12 thousand people are employed in the municipal health care system.
