Evgeny S. Lisitsyn was born on February 22, 1973 in the city of Vologda in a family of workers, in 1974 the Lisitsyns moved to the Kuban to the city of Slavyansk-on-Kuban.
He graduated from high school and enrolled in one of the country's glorious military schools – Ryazan Higher Airborne twice Red Banner School named after Lenin Komsomol in 1990. Upon graduation in 1994 with the rank of lieutenant he was sent to serve in the Omsk Airborne Division.
Due to the massive downsizing of military personnel in the Russian Army, he was forced to leave military service in 1997. In the same year, he decided to enroll in the Omsk branch of the Moscow Institute of Finance and Economics on the basis of his first higher education. At the same time, he worked on his future specialty at one of the banks in Omsk.
After successfully graduating from the Institute, he returned to the Kuban in 1999.
From 1999 to 2001, he worked as an assistant to a deputy of the Legislative Assembly of the Krasnodar Territory, and was responsible for the appeals of citizens.
He took a professional retraining course at Kuban State University in "Jurisprudence" in 2001.
From 2001 to 2008 worked in the public service as Assistant to the First Deputy Head of the Administration of the Krasnodar Territory. Recipient of a commendation from the Governor of the Kuban for highly professional and conscientious work.
From 2008 to 2015, he was Head of the Corporate Governance Department at Krayinvestbank.
From 2015 onwards, he has been Deputy Director of LLC Black Sea Financial Company.
He is a reserve officer with the rank of Airborne Troops Major.
He is married, has four sons.
