Igor v. Shibalkin was born on August 14, 1986 in Sochi, Krasnodar region.

He also worked as an advocate, headed the legal service of the construction company Tekhoyar Ltd, and was assistant to the deputy of the City Duma of Krasnodar, assistant to the State Duma deputy of the Federal Assembly of the Russian Federation Mr. Sergey P. Obukhov.

He is the director of LLC Independent Forensic Expert.

He had been a founder of youth public organization, which promoted ideas of healthy lifestyle among the youth from 2011 to 2018.
