He was born on August 8, 1961. After finishing school he entered Krasnodar Technical School of Electronic Instrument Engineering, from which he graduated with honors.

In 1981 enrolled in Kuban State University which he graduated from with honours. In the fifth year was elected deputy secretary, and after graduation in 1986 was appointed secretary of the Komsomol committee of the university. In subsequent years was engaged in teaching activities at Kuban State University.

• In 1989, he was elected First Secretary of the Sovetsky District Committee of the Komsomol of Krasnodar.
• In 1991, he was elected Chairman of the Kuban Union of Youth.
• In 1995 he was employed in the Administration of the city of Krasnodar.
• In 1996, he went to work in the Administration of the Krasnodar Territory.
• In 1997, he again headed the Kuban Union of Youth.
• In 2005 was elected as Deputy of the City Duma of Krasnodar of the fourth convocation.
• In 2010 was elected Deputy of the Krasnodar City Duma of the fifth convocation.
• In 2015 was elected as a deputy of the Krasnodar City Duma of the sixth convocation.
